Recognizing the critical role of the private sector in economic development, the Saudi government embarked on a vision to transform air transport in the Kingdom. The increasing demand for air travel, particularly for pilgrims visiting Madinah, highlighted the need for modernization. In response, the King directed the transformation of Prince Mohammad Bin Abdulaziz Airport into an international hub.

 

The Supreme Economic Council approved private sector participation in the airport’s development and operation, marking a landmark partnership between the public and private sectors. This collaboration, supported by the General Authority for Civil Aviation (GACA) and the International Finance Corporation (IFC), led to the award of a long-term concession to TIBAH Airports Development Co. in 2011. The project, funded by $1.2 billion in Islamic financing, represents the first fully public-private partnership (PPP) in the region’s airport development and is part of GACA’s broader strategy to modernize Saudi Arabia’s aviation infrastructure.

 

Airport Inauguration

The expanded Prince Mohammad Bin Abdulaziz International Airport was inaugurated on July 2, 2015, by King Salman bin Abdulaziz Al Saud, marking a significant milestone in the Kingdom’s aviation sector. The $1.2 billion expansion includes a new three-level terminal spanning 156,940 square meters with 16 aircraft stands and boarding bridges, significantly enhancing capacity and passenger experience.

 

Designed to serve millions of Hajj and Umrah pilgrims, the expansion will also drive economic growth by fostering international commerce and tourism. With Phase I capable of handling 8 million passengers annually, future phases will increase capacity to 14 million and 27 million, respectively. The airport’s expansion plays a crucial role in Madinah's infrastructure and socio-economic development, creating jobs and boosting regional economic activity.
